This is exactly where cheap quotes go wrong out west. A quote proposing to "clean and etch" is proposing acid — and acid reacts with cement, so it cannot get through a sealer at all. The second thing is moisture. A slab under about two years old can still be curing, and water rising through concrete pushes a coating off from underneath regardless of how well the surface was prepared. We test before quoting, every time. If the reading is high the answer is a moisture-barrier primer, which adds about a day.

Compare what is included, not the total. Ask each contractor the same question — how will you prepare the slab? — and listen for whether the answer contains the word "grind".
